At a time when public space is becoming increasingly commercialized and the state of the world increasingly unstable, artistic interventions are more necessary than ever to counteract the emerging limitations of socio-political developments. However, bureaucratic and licensing hurdles often stand in the way. That is why the EMBASSY OF ARCADIA wants to convey artistic-activist, non-conformist, guerrilla-like, subversive strategies for interventions in public space.

For this purpose, on October 18, 2025, between 12 noon and 2 p.m., a banner flight with the words “DREAM ILLEGAL” will be visible above downtown Munich. This is an artistic intervention by the Arcadian Ambassador H.E. Peter Kees, the EMBASSY OF ARCADIA, in cooperation with PLATFORM Munich. At the same time, zines about this artistic action will be distributed at Königsplatz.

Based on discussions between the Arcadian Ambassador and actors from the fields of art, activism and urbanism, leaflets (zines) were distributed during the banner flight at Odeonsplatz. In view of the political shift to the right, the action methodically prepared for future scenarios in which the democratic scope for freedom of expression could be further restricted. DREAM ILLEGAL sees itself as a poetic appeal against the silencing of hope, imagination and utopia – especially in a time of growing instability and social hardening.

In a world characterized by global crises, social tensions and growing uncertainty, dreaming takes on a new, deeper meaning. What was once considered a private longing is now increasingly perceived as a subversive act. Because dreaming means being dissatisfied with the status quo. It means admitting doubt – and having the courage to think change.

To dream is to doubt. To dream is to dare. In the midst of global crises and social divisions, dreaming itself becomes an act of resistance – uncomfortable, disruptive, radically hopeful.

DREAM ILLEGAL is not a ban – but an invitation to rethink the impossible.
